You can spend 45 minutes on Level 148 (At the Top Sky) and unlimited time on Levels 124 and 125. 

The View at the Palm obervation deck is open from 9 am to 10 am from Monday to Thursday. The closing time extends to 12 am from Friday to Sunday.
